    Chief Executive Officer

    A visionary technology leader and three-time founder, Julian L. Cardarelli has pioneered transformative solutions in regulatory technology. As founder of GovCore, Thentia Cloud, and Orbitrix, he has partnered with hundreds of regulatory agencies across six continents, spanning over 100 types of regulation. His experience includes work with IBM Canada Limited, IBM Italia Srl, CBIZ Interactive, CPPIB, Loblaw Companies Limited, Navantis Inc., Lemontonic Inc., WebHosting.Com Inc. and the Law Society of Upper Canada. Mr. Cardarelli has led consulting engagements for Fortune 500 clients, raised more than $100M in venture financing, and co-authored multiple publications on regulation while developing frameworks focused on enhancing public protection.

    Chief Operating Officer and General Counsel

    A distinguished legal professional and regulatory expert, Natasha L. Giuffre leads as Chief Operating Officer and General Counsel at GovCore Inc., driving operational excellence and strategic legal oversight. Previously, as Chief Legal Officer and Chief of Staff at Thentia Canada Inc., she revolutionized customer delivery models and training programs while serving as a regulatory technology thought leader. Her extensive experience spans roles at the Law Society of Ontario, private practice, and academia. Licensed in both Ontario and New York, she holds a Master of Laws from Osgoode Hall and brings a unique blend of legal, operational, and educational expertise to regulatory modernization, while actively contributing to establishing business entities, legal processes, and providing subject matter expertise in regulatory compliance.
